      清洁发展机制(CDM)是《京都议定书》(Kyoto Protocol)三机制之一,主要内容是指发达国家通过提供资金和技术的方式与发展中国家开展项目级合作,通过项目所实现的“核证的减排量”( Certified Emission Reductions,简称 CERs),可以用于发达国家缔约方完成议定书中的温室气体减排承诺。中国是温室气体减排潜力最大的发展中国家之一,加之具有良好的投资环境,开展CDM合作的市场前景广阔。本文构建了一种能够评估我国CDM项目潜力的分析评价模型,该模型由两个主要模型:“能源环境系统的综合评价模型”和“CDM项目潜力最优分析模型” 组成。以此模型为基础,分析评价了我国电力行业CDM的实施潜力。结果表明,我国电力行业未来CDM项目的潜力巨大,且对节能的效果也非常显著。
英文摘要:
      As one of the three mechanism stipulated in the Kyoto Protocol, Clean Development Mechanism (CDM) refers mainly to the developed countries` project level cooperation with the developing countries by means of providing funding and technology. Certified Emission Reductions (CERs) achieved in this project can help the developed countries realize the commitment of reducing greenhouse gas emission. Since China is one of the developing countries with the largest potential of reducing greenhouse gas emssion and with good investment environment, the market prospect of CDM projects in China is broad.This paper develop a kind of model that can help assess CDM project potential in China. This model consists of two components: comprehensive evaluation model of energy-environment system and analysis model of optimal CDM potentiality. On the basis of this model, we evaluate Implement Potentials and Spread Effects of Clean Development Mechanism(CDM) in China’s power industry. The results demonstrate that the potential of CDM in China’s power industry is great and the the effect of energy saving is significant.
